Staff Announcement

The Board of Selectmen is very pleased to announce the appointment of Deb Moody as the new Land Use Administrative Assistant in addition to her current duties as the Warner Assessing Clerk. The Selectboard voted at the December 30, 2019 meeting to combine the two positions. Deb will be the first point of contact for residents with assessing or land use questions and issues, and she will assist residents with submissions going through the Planning Board or Zoning Board review process. The combined position also allows us to expand office hours for customer service. New hours will be posted in the near future on the Town website, and in the Town Hall. Deb's appointment is effective January 1st. Please join us in congratulating her on her new role.

Planning Board Public Hearing - 01/06/20 7:00 PM

The Warner Planning Board will hold a public hearing to receive comment on proposed zoning amendments on Monday, January 6, 2020 in the Lower Meeting Room of the Warner Town Hall, 5 East Main Street, Warner, New Hampshire at 7:00 PM. Written comments may be submitted for delivery before Noon on January 6 to or by mail or hand-delivery to the Land Use Office in the Town Hall.

Amendment 1. The Planning Board is proposing to amend the definition of “abutter” in Article III as follows (new language underlined bold):

“Abutter” as defined in RSA 672:3; also includes any person whose property has a boundary which is within two hundred (200) feet of any boundary of the land under consideration by the Planning Board, or has frontage on a pond on which the land under consideration by the Planning Board also has frontage.

Amendment 2. The Planning Board is proposing the following amendment to Table 1 Use Regulations as follows:

Renumber “4. Accessory Apartment” to “5. Accessory Apartment”
Add “6. Residential uses in conjunction with other permitted uses and with those allowed by special exception”. To be allowed by Special Exception in the Intervale District.

The Supervisors of the Checklist will hold a public session for new additions and corrections to the Checklist on Saturday, Feb. 29 between the hours of 9-9:30 a.m. in the Supervisor’s Office on the second floor of the Warner Town Hall. This is the last day to accept new voter registrations prior to Town Election Day which is Tuesday, March 10, 2020. Reports of transfer, reports of death and the removal of names will occur at this session.

Town of Warner - PUBLIC NOTICE

Assessors Are On The Way!

The Town of Warner will be completing the on-going assessing process of properties that began in March 2019. The reassessment of the town is scheduled to be completed later in tax year 2020. Residents can expect assessors from M&N Assessing Services, who will be wearing identification badges to come to their doors and ask to perform an exterior and interior inspection. The inspection should take less than 10 minutes and assessors can only be let in by a resident 18 years or older. If the owner is not home, the assessor will leave a card advising of their presence on your property.

All Town Boards and committees consist of volunteers who reside in the Town of Warner. These volunteers work toward solving complex issues and setting and recommending policy that helps to shape the kind of community in which we live. Warner is fortunate to have many potential volunteers whose skill and technical knowledge can be applied in Town Government.

There are various opportunities available to correspond with your expertise and/or interest. Appointments to board and committee vacancies may occur throughout the year as positions become available and/or vacant. Boards and Committees which may have openings in the upcoming year are listed below:

Involuntarily Merged Lots

If you own real estate lots that were involuntarily merged by municipal action, you may be able to have those lots restored to their pre-merger status. Your property may qualify if two or more lots were merged for zoning, assessing, or taxation purposes and the merger occurred:
  • During your ownership, without your consent;
  • Prior to your ownership, if no previous owner consented to the merger.
To restore your property to pre-merger status, you must: Once restored:
  • Your properties will once again become separate lots;
  • however, they must still conform to applicable landuse ordinances.
  • Restoration does not cure non-conformity.

Preservation of Historic Barns

The preservation of historic barns over 75 years old, is encouraged by granting property tax relief within a range of 25-75% reduction in the structure’s assessment, to owners who (a) can demonstrate the public benefit of preserving their barns or other historic farm buildings, and (b) agree to maintain their structures during the minimum 10-year easement.  Information is available at and application form PA-36 are available at the New Hampshire Department of Revenue Administration and must be filed on or before April 15 of the tax year the easement is to be granted.

Solar Array Exemption

For all new Solar Array Owners, you must APPLY for the solar array exemption before April 15th of any given year. You must fill out Form PA-29 found on the Department of Revenues web site or the form can be picked up at the Assessing Office in the Town Hall during office hours. You must provide a copy of the bill showing the cost of the array, the amount of the rebate from the PUC, and the amount of the tax deduction that was applied for or received. You must also include the number of panels and how many kW they produce.

The Warner Village Water District Commissioners will meet regularly on the Second and Fourth Wednesday of every month at 9:00 AM at the treatment Plant, 55 West Joppa Rd, Warner NH.

Building Permits

Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by the State Building Code, RSA 155-A, must obtain a Building Permit.
