Hazard Mitigation Committee Public Meeting
The Town’s Hazard Mitigation Committee will begin a series of meetings to update the Warner Hazard Mitigation Plan 2019 remotely via Zoom Webinar and at the Warner EOC, 148 West Main St on Wednesday, September 27, 2023, from 9:30-11:30 AM (login credentials below). Every 5 years, the Haz Mit Plan must be updated and approved to current requirements to ensure the Town’s continued eligibility for federal disaster recovery and mitigation grant project funding. Recent past and potential natural disasters, severe weather events, and other hazard events will be assessed, and critical facilities, vulnerable areas and populations will be identified. The Committee will review existing mitigation capabilities and develop long-term risk reduction mitigation actions to help alleviate the impact of these events to Warner’s people, buildings, and property. We’d welcome your attendance and your unique perspectives during our discussions.

The Warner Planning Board held a second public hearing to receive comments on proposed amendments to the Warner Zoning Ordinance on Monday, January 30, 2023 at 7:00 PM. Written comments received by noon on January 30, 2023 were made part of the public record. These documents and any others received after the deadline can be viewed on the Landuse Public Comments page.
The following amendments were considered:
- Groundwater Protection District: In the Zoning Ordinance amend Articles II and III and add new Article XI-B to adopt district boundaries, definitions, and standards for a new Groundwater Protection District. This amendment also includes the adoption of an accompanying district map.
PDF Documents: Proposed Groundwater Protection Ordinance, Map Housing Definitions: Amend Article II Definitions to add definitions related to housing and amend Table I Use Regulations, Retail and Services item 8 to include short-term rentals as a use permitted by special exception in listed districts.

Ballot Counters Needed
Ballot Counter volunteers are needed to count ballots cast at the close of the General Elections on Tuesday, Nov. 8, 2022.
In Warner we hand count our cast Ballots. Volunteers would need to be at the Town Hall on the above dates just before 7 p.m. The time needed is contingent on the day's Voter turnout; it could take 2-4+ hours. The more volunteers, the quicker the Count.
Ballot Counters must be registered Voters of Warner. Please provide full legal name, address and email address to

Volunteers can also provide their info by calling the Town Clerk at
603-456-2298 or stopping in to the Clerk's Office at the Town Hall during business hours. Go to warner.nh.us/hours for the Clerk's hours.

The Town of Warner's Parking Ordinance is in effect and states that no vehicle may be left on any street, road, or highway in the Town of Warner between the hours of 12:00 a.m. midnight and 6:00 a.m., from November 1st until May 1st of each year. Any vehicle found to be in violation of this ban will be towed away at the owner’s expense.

Volunteer Opportunities
All Town Boards and committees consist of volunteers who reside in the Town of Warner. These volunteers work toward solving complex issues and setting and recommending policy that helps to shape the kind of community in which we live. Warner is fortunate to have many potential volunteers whose skill and technical knowledge can be applied in Town Government.
There are various opportunities available to correspond with your expertise and/or interest. Appointments to board and committee vacancies may occur throughout the year as positions become available and/or vacant. Boards and Committees which may have openings in the upcoming year are listed below:

Involuntarily Merged Lots
If you own real estate lots that were involuntarily merged by municipal action, you may be able to have those lots restored to their pre-merger status. Your property may qualify if two or more lots were merged for zoning, assessing, or taxation purposes and the merger occurred:- During your ownership, without your consent;
- Prior to your ownership, if no previous owner consented to the merger.
- Your properties will once again become separate lots;
- however, they must still conform to applicable landuse ordinances.
- Restoration does not cure non-conformity.

Preservation of Historic Barns
The preservation of historic barns over 75 years old, is encouraged by granting property tax relief within a range of 25-75% reduction in the structure’s assessment, to owners who (a) can demonstrate the public benefit of preserving their barns or other historic farm buildings, and (b) agree to maintain their structures during the minimum 10-year easement. Information is available at nhpreservation.org and application form PA-36 https://revenue.nh.gov/forms/2017/documents/pa-36.pdf are available at the New Hampshire Department of Revenue Administration and must be filed on or before April 15 of the tax year the easement is to be granted.

Solar Array Exemption
For all new Solar Array Owners, you must APPLY for the solar array exemption before April 15th of any given year. You must fill out Form PA-29 found on the Department of Revenues web site or the form can be picked up at the Assessing Office in the Town Hall during office hours. You must provide a copy of the bill showing the cost of the array, the amount of the rebate from the PUC, and the amount of the tax deduction that was applied for or received. You must also include the number of panels and how many kW they produce.

Commissioners Meeting Notice
The Warner Village Water District Commissioners will meet regularly on the Second and Fourth Wednesday of every month at 3:30 PM at the treatment Plant, 55 West Joppa Rd, Warner NH.
