Transfer Station Changes

Hours: Sat/Sun/Tue/Wed 8-4, Thu 12-7

Effective immediately the recycling building is closed to the public. The Transfer Station will remain open as a drive through facility only. The right sided approach to the compactor will be closed. Trash will be directly deposited in the compactor as usual. Containers will be placed in the parking lot for the receiving of mixed steel and aluminum cans, cardboard, and glass bottles. At this time we ask that the public retain their mixed paper and plastics or dispose of them in the trash.

All fees are hereby suspended. Transfer Station will not be accepting or handling cash or checks. With the exception of construction and demolition material, items associated with fees will still be accepted and deposited in the appropriate areas as directed by Transfer Station staff.

The Transfer Station will no longer accept items for reuse. We encourage the retention of said items for donation at a later date.

In the interest of social distancing and reducing public congestion Transfer Station will be expanding the hours of public operations as follows:

Town Offices are CLOSED

Effective immediately, the Warner Board of Selectmen have closed Town Hall Offices to the public until April 10. This is to support efforts to control spread of the COVID-19. Town Hall employees are in working in their offices, so if you have business to conduct, please use email or phone. If you need to physically come to an office, please schedule an appointment. Town of Warner - PUBLIC NOTICE

Pillsbury Free Library CLOSED

The Pillsbury Free Library Trustees voted to close access to the library building starting March 18th until further notice. For the next 7 days the Library staff will be taking phone, email or online requests for library materials. They will pull the materials and arrange a time for curbside pickup. We recommend stocking up on books, videos and magazines if you can. The curbside pick up will last only one week. After that the staff will be available via phone or email for questions but not for loaning materials. The State Library has cancelled all inter-library loans at this time. All the online resources will still be available. All municipal roads within the Town of Warner, shall be closed to vehicles in excess of 6 tons from March 2, 2020 until further notice. Fuel delivery trucks and emergency vehicles are excluded.

Staff Announcement

The Board of Selectmen is very pleased to announce the appointment of Deb Moody as the new Land Use Administrative Assistant in addition to her current duties as the Warner Assessing Clerk. The Selectboard voted at the December 30, 2019 meeting to combine the two positions. Deb will be the first point of contact for residents with assessing or land use questions and issues, and she will assist residents with submissions going through the Planning Board or Zoning Board review process. The combined position also allows us to expand office hours for customer service. New hours will be posted in the near future on the Town website, and in the Town Hall. Deb's appointment is effective January 1st. Please join us in congratulating her on her new role.

Town of Warner - PUBLIC NOTICE

Assessors Are On The Way!

The Town of Warner will be completing the on-going assessing process of properties that began in March 2019. The reassessment of the town is scheduled to be completed later in tax year 2020. Residents can expect assessors from M&N Assessing Services, who will be wearing identification badges to come to their doors and ask to perform an exterior and interior inspection. The inspection should take less than 10 minutes and assessors can only be let in by a resident 18 years or older. If the owner is not home, the assessor will leave a card advising of their presence on your property.

All Town Boards and committees consist of volunteers who reside in the Town of Warner. These volunteers work toward solving complex issues and setting and recommending policy that helps to shape the kind of community in which we live. Warner is fortunate to have many potential volunteers whose skill and technical knowledge can be applied in Town Government.

There are various opportunities available to correspond with your expertise and/or interest. Appointments to board and committee vacancies may occur throughout the year as positions become available and/or vacant. Boards and Committees which may have openings in the upcoming year are listed below:

Involuntarily Merged Lots

If you own real estate lots that were involuntarily merged by municipal action, you may be able to have those lots restored to their pre-merger status. Your property may qualify if two or more lots were merged for zoning, assessing, or taxation purposes and the merger occurred:
  • During your ownership, without your consent;
  • Prior to your ownership, if no previous owner consented to the merger.
To restore your property to pre-merger status, you must: Once restored:
  • Your properties will once again become separate lots;
  • however, they must still conform to applicable landuse ordinances.
  • Restoration does not cure non-conformity.

Preservation of Historic Barns

The preservation of historic barns over 75 years old, is encouraged by granting property tax relief within a range of 25-75% reduction in the structure’s assessment, to owners who (a) can demonstrate the public benefit of preserving their barns or other historic farm buildings, and (b) agree to maintain their structures during the minimum 10-year easement.  Information is available at and application form PA-36 are available at the New Hampshire Department of Revenue Administration and must be filed on or before April 15 of the tax year the easement is to be granted.

Solar Array Exemption

For all new Solar Array Owners, you must APPLY for the solar array exemption before April 15th of any given year. You must fill out Form PA-29 found on the Department of Revenues web site or the form can be picked up at the Assessing Office in the Town Hall during office hours. You must provide a copy of the bill showing the cost of the array, the amount of the rebate from the PUC, and the amount of the tax deduction that was applied for or received. You must also include the number of panels and how many kW they produce.
