Warner town offices are closed to the public until further notice except by appointment for urgent business only

GOVERNOR SUNUNU issued a Stay at Home order for the State of New Hampshire on Thursday, March 26, due to COVID-19, for all NON-ESSENTIAL employees, until (at least) May 4, 2020. The Governor also directed all schools to close and work toward a virtual environment at least until May 4, 2020. Officials of the Town will meet with departments to discuss our plans as we move forward through this crisis. All Governor’s Orders are available on our website warner.nh.us.

ALL PUBLIC MEETINGS will take place on Zoom, there is no physical meeting location. To access a public meeting, go to the notices page at warner.nh.us/notices and look for the meeting notice OR navigate to the meeting agenda for the link to the meeting. All meetings are password protected which is provided along with the Zoom Meeting ID link.

ALL TOWN EMPLOYEES (Town Hall, Transfer Station, DPW, Police and Fire) ARE ESSENTIAL EMPLOYEES. We are making every effort for employees to work at home, and/or keep at least 6 feet of distance between employees whenever possible.

The Board of Selectmen and Town Administrator worked on paid time-off for employees who are: 1) ill with COVID-19, 2) under quarantine as a result of contact with a person who has COVID-19, 3) caring for an individual with COVID-19 or, 4) caring for children who are unable to go to school. Employees will be covered in full for their COVID-19 time off.

THE TOWN OFFICES are closed to the public until further notice. Residents can access services by appointment only or on-line. While we continue to serve the residents of Warner, employees are in the building as a “Virtual Town Hall.” Many of the transactions can be done on-line or arranged by phone, email or drop box. Resident questions can, and will, be answered by phone or email. As a last resort, you may schedule an appointment Town Hall with the appropriate Town personnel to complete your transaction. Our Town Hall employees work both remotely and on-site, and will continue to be at your service.

PUBLIC MEETINGS: Non-essential Board and Selectmen Committee meetings will be up to the discretion of the Board of Selectmen, and will be determined on a weekly basis. Those include the Economic Development Advisory Committee, Energy Committee, and Warner River Advisory Committee.

Essential Meetings of Board of Selectmen, Planning and Zoning Boards, will continue as scheduled utilizing teleconferencing, unless canceled by the Chair. Access to the teleconference information (using the application Zoom.us) can be found on our website under the meeting notice and on the meeting agenda.

MUNICIPAL FACILITIES: EVENTS CANCELLED

TOWN HALL BUILDING: Due to the need to protect our citizens from undue exposure to the coronavirus and our inability to completely disinfect the building in between uses, all public and private functions scheduled at the Warner Town Hall are canceled until further notice.

Eversource Wetland Survey - Pumpkin Hill Rd to W Main St

Eversource Energy’s Environmental Dept will be conducting wetland survey work on the stretch of powerline from Pumpkin Hill Road to West Main Street in Warner over the next few weeks for wetland delineations, data collection, and more. Structure replacements along this line are slated to begin on 1 October 2020, with an anticipated completion date of early December 2020.

Good evening, as Chair of the Selectboard I am declaring that an emergency exists and I am invoking the provisions of RSA 91-A:2, III (b). Federal, state, and local officials have determined that gatherings of 10 or more people pose a substantial risk to our community in its continuing efforts to combat the spread of COVID-19. In concurring with their determination, I also find that this meeting is imperative to the continued operation of Town of Warner government and services, which are vital to public safety and confidence during this emergency. As such, this meeting will be conducted without a quorum of this body physically present in the same location.

At this time, I also welcome members of the public accessing this meeting remotely. Even though this meeting is being conducted in a unique manner under unusual circumstances, the usual rules of conduct and decorum apply. Any person found to be disrupting this meeting will be asked to cease the disruption. Should the disruptive behavior continue thereafter, that person will be removed from this meeting.

Please note that all votes that are taken during this meeting shall be done by roll call vote.

Bids must be accompanied by a $1000 (One Thousand Dollars) bank or certified check payable to The Town of Warner, bid deposit to be credited at closing if bid is accepted. Checks will be returned to unsuccessful bidders. Balance due in 60 days, failure to do so bidder shall forfeit deposit and the Town may award the bid to the next eligible bidder or initiate a new invitation to bid. The Board of Selectmen reserves the right to reject any and all bids. The bid and deposit check must be placed in a sealed envelope with, “SEALED BID – 198 Horne Street” noted on it. The submitted bid should represent the total amount the bidder is willing to pay for the conveyance of the property in accordance with the terms of sale.

Bids are scheduled to be publicly opened on Tues, Sept 29, 2020, the next Board of Selectman’s meeting following the bid closing date. Property is sold in “as is” condition to the highest acceptable qualified bidder, at or above the minimum bid, subject to collection of the deposit, satisfactory closing, etc. The deed from the Town shall be in the form of a Quitclaim Deed/Transfer of title will be by Deed, releasing all right, title and interest of the Town. Town of Warner - PUBLIC NOTICE

Pillsbury Free Library Curbside Pickup

The Pillsbury Free Library has re-started curbside pickup by appointment. Items can be reserved by phone 603-456-2289 or by placing holds in the online catalog at http://warner.lib.nh.us. Library staff is handling books wearing facemasks and gloves, and items can be picked up the next business day. Returned items are to be placed in the book drop. They will be quarantined for 3 days then wiped before returning to the shelf. Copy and print from email is also being offered.

Library WiFi access is available from the parking area, the lawn, or the Park next door, and the password is "publicuse". Use of a laptop for an hour outside the building may soon be available on request.

Preschool storytimes are being held via Zoom every Thursday at 10:30 AM. Contact Sue at 603-456-2289 for the link. Summer programs are being developed in remote and /or virtual formats. Online services available using library card access include streaming movies, language lessons, genealogy resources, audio books, ebooks and digital magazines. Visit the website for links to other free resources and information, or to sign up for the library newsletter.

Town of Warner - PUBLIC NOTICE

Transfer Station Changes

In the interest of social distancing and reducing public congestion Transfer Station will be expanding the hours of public operations as follows:

Hours: Sat/Sun/Tue/Wed 8-4, Thu 12-7


Update - 5/4/10: Both sides of the compactor are open.

Effective immediately, the Transfer Station will remain open as a drive through facility only; the recycling building is closed to the public. Trash will be directly deposited in the compactor as usual. Containers will be placed in the parking lot for the receiving of mixed steel and aluminum cans, cardboard, mixed paper, mixed plastics and glass bottles.

All fees are hereby suspended. Transfer Station will not be accepting or handling cash or checks. With the exception of construction and demolition material, items associated with fees will still be accepted and deposited in the appropriate areas as directed by Transfer Station staff.

The Transfer Station will no longer accept items for reuse. We encourage the retention of said items for donation at a later date.

Staff Announcement

The Board of Selectmen is very pleased to announce the appointment of Deb Moody as the new Land Use Administrative Assistant in addition to her current duties as the Warner Assessing Clerk. The Selectboard voted at the December 30, 2019 meeting to combine the two positions. Deb will be the first point of contact for residents with assessing or land use questions and issues, and she will assist residents with submissions going through the Planning Board or Zoning Board review process. The combined position also allows us to expand office hours for customer service. New hours will be posted in the near future on the Town website, and in the Town Hall. Deb's appointment is effective January 1st. Please join us in congratulating her on her new role.

All Town Boards and committees consist of volunteers who reside in the Town of Warner. These volunteers work toward solving complex issues and setting and recommending policy that helps to shape the kind of community in which we live. Warner is fortunate to have many potential volunteers whose skill and technical knowledge can be applied in Town Government.

Involuntarily Merged Lots

If you own real estate lots that were involuntarily merged by municipal action, you may be able to have those lots restored to their pre-merger status. Your property may qualify if two or more lots were merged for zoning, assessing, or taxation purposes and the merger occurred:
  • During your ownership, without your consent;
  • Prior to your ownership, if no previous owner consented to the merger.
To restore your property to pre-merger status, you must: Once restored:
  • Your properties will once again become separate lots;
  • however, they must still conform to applicable landuse ordinances.
  • Restoration does not cure non-conformity.

Preservation of Historic Barns

The preservation of historic barns over 75 years old, is encouraged by granting property tax relief within a range of 25-75% reduction in the structure’s assessment, to owners who (a) can demonstrate the public benefit of preserving their barns or other historic farm buildings, and (b) agree to maintain their structures during the minimum 10-year easement.  Information is available at nhpreservation.org and application form PA-36 https://revenue.nh.gov/forms/2017/documents/pa-36.pdf are available at the New Hampshire Department of Revenue Administration and must be filed on or before April 15 of the tax year the easement is to be granted.

Solar Array Exemption

For all new Solar Array Owners, you must APPLY for the solar array exemption before April 15th of any given year. You must fill out Form PA-29 found on the Department of Revenues web site or the form can be picked up at the Assessing Office in the Town Hall during office hours. You must provide a copy of the bill showing the cost of the array, the amount of the rebate from the PUC, and the amount of the tax deduction that was applied for or received. You must also include the number of panels and how many kW they produce.

The Warner Village Water District Commissioners will meet regularly on the Second and Fourth Wednesday of every month at 9:00 AM at the treatment Plant, 55 West Joppa Rd, Warner NH.

If you wish to attend a meeting of the Commissioners, and cannot arrange to come at this time, please contact the office at 603-456-1890 and we will arrange a time to meet which suits your schedule.

Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by the State Building Code, RSA 155-A, must obtain a Building Permit.
